DreamBuilder Program Connecticut — A Path to Owning With an ITIN or DACA

The DreamBuilder Program in Connecticut is an FHA-based way to buy a primary residence when you have an ITIN or DACA status instead of a Social Security number, and citizens and green card holders can use it too. A HUD-approved non-profit facilitates the purchase under a structured financing agreement that leads to owning the home. It starts at a 580 score with 3.5% down plus the program fees.

Short Answer

Can You Use the DreamBuilder Program in Connecticut?

You can. Connecticut isn’t excluded anywhere in the program guidelines, and Mortgage-World.com is licensed in Connecticut and works with buyers across the state, from Greenwich to Putnam. One thing works differently here: FHA loan limits follow planning regions instead of counties.

A HUD-approved non-profit facilitates the sale, and instead of taking out a standard mortgage on day one you sign a structured financing agreement and make monthly contract payments, an arrangement designed to end with the home in your name. Underwriting follows FHA, including a full FHA appraisal. If you have a Social Security number and tax returns that show your income, compare it with a standard FHA loan in Connecticut first, since it skips the program fees.

Know the limits of the program: it buys a primary residence, and nothing else. There is no refinance option, no investment property and no second home, and every loan is a 30-year fixed.

Eligibility

Connecticut Buyers the DreamBuilder Program Accepts

These are the buyers who can apply, and what each one brings.

Buyers Without a Social Security Number

An Individual Taxpayer Identification Number works in place of one. You document the ITIN and that you can repay, and income reported under the ITIN is eligible.

Dreamers With DACA

Deferred Action recipients apply as non-permanent residents, using an ITIN and proof of ability to repay.

Permanent Residents

With a green card and a Social Security number, you’re treated the same way a citizen is.

Citizens With Hard-to-Show Income

Citizenship doesn’t rule you out. The program is most useful when your income doesn’t show cleanly on a tax return.

Contractors and Business Owners

Income can rest on bank statements alone, a profit and loss statement, 1099s or a written VOE, and each option needs at least 3 months of bank statements.

Family Who Won’t Live There

A non-occupant buyer can sign the agreement after meeting the same eligibility rules. Their income can’t be all of the qualifying income.

Someone who isn’t a party to the agreement, such as a spouse, can be added to the contract when Connecticut’s rules permit.

Credit and Housing History

Credit Rules for the DreamBuilder Program in Connecticut

Scores start at 580. Anything lower, or a file with no score, can still be submitted for an exception.

A Thin File Is Workable. The minimum is one tradeline with a year of satisfactory history, and alternative tradelines may be considered if you don’t have one. A soft-pull credit report may be acceptable as long as it returns a score, or shows that there is none.
A Clean Year of Rent. The last 12 months of housing payments must be on time, with no eviction and nothing owed when a lease ended. A property manager or a private landlord can complete the verification, and a landlord who is also your relative means cancelled checks or bank statements.
Cash and App Payments. Paying by Venmo, Zelle or PayPal is fine with the full history. Paying cash means two months of cashier’s check copies or three months of statements that show the money leaving your account for the landlord.
Past Credit Events. Chapter 7 needs a discharge by closing. Chapter 13 needs a discharge, or a filing date within twelve months of closing plus on-time payments ever since. Foreclosures, short sales and deeds-in-lieu need one year from discharge or satisfaction, and each event must be on the credit report.

Income

Income Documents That Work

Seven routes are accepted. Pick the one that matches the paper you already have.

Route Paperwork
Full documentation FHA full documentation for one year
Bank statements only Your last 3 months of bank statements
Profit and loss A P&L plus 3 months of bank statements
1099 income Your 1099s plus 3 months of bank statements
Written VOE The employer’s written verification plus 3 months of bank statements
Asset depletion Your assets plus 3 months of bank statements
Automated cashflow A review of the cash moving through your account

Debt limits are 50% of gross income for the housing payment and 60% for everything combined, with exceptions for strong compensating factors. On the automated cashflow route, a RIKI cashflow score of 100 or more removes the ratio test entirely. A job you’ve held for under twelve months can be accepted with compensating factors.

Connecticut Limits

Connecticut Planning Regions and FHA Loan Limits

Connecticut’s counties were replaced by nine planning regions for federal statistical purposes, and HUD now sets FHA limits by region. Find your town’s region before you read a limit, because “Fairfield County” no longer appears on HUD’s list.

Planning Region One Unit Two Units
Greater Bridgeport, Western Connecticut $977,500 $1,251,400
Capitol, Lower Connecticut River Valley, Naugatuck Valley, Northeastern Connecticut, Northwest Hills, South Central Connecticut, Southeastern Connecticut $541,287 $693,050

DreamBuilder runs on standard FHA loan amounts, and anything in high-balance territory needs prior approval case by case, at an added price. The guidelines don’t publish where one ends and the other begins, so ask us to check your loan amount before you set a price range. One trap: Naugatuck Valley has a higher limit for conventional loans but sits at $541,287 for FHA, so don’t carry the conventional figure over. HUD’s FHA limit search lists every region.

Older Homes

Older Connecticut Homes and the DreamBuilder Program Inspection Rule

A licensed home inspection is required before closing whenever the house was built before 1978, or the FHA appraiser rates it C4 or C5. Here’s what that inspection has to cover.

Roof

The roof needs a useful life of at least 10 years left. Ask the roof’s age before you make an offer.

Septic

If the home isn’t on town sewer, the septic system gets its own inspection and is pumped, with the drain field checked too.

Major Systems

Heating and cooling, plumbing, electrical, appliances, siding, major fixtures and flooring are all inspected. If electrical tests aren’t run, the power meters must be confirmed working and not bypassed.

Smoke and CO Detectors

They have to be tested and certified working under local building and health codes.

Health and Safety

Anything the inspector flags as a health or safety item has to be addressed or repaired before closing.

Home Warranty

Once a full inspection is done, a certified home warranty is required as well. Budget for it with your closing costs.

Eligible property types are single-family homes, townhomes, PUDs, modular homes, multi-wide manufactured homes, FHA-approved condos and two-family houses. Buildings with three or four units are not, and neither are co-ops, mobile homes, single-wides, or condos that could only get in through an FHA spot approval. Every purchase also gets an automated valuation, and an appraisal that lands more than 10% away from it goes to a desk review or a price renegotiation. Checking a condo first? Use HUD’s condo approval search.

Costs

Cash to Close for the DreamBuilder Program in Connecticut

The minimum is 3.5% down plus the program fees, and then the usual FHA closing costs.

Program Fees

  • $1,250 underwriting fee
  • 0.5% of the purchase price as a management fee
  • One complete contract payment
  • $150 for the notary
  • $250 HOA service fee where there’s an HOA
  • $100 refundable occupancy deposit with a long-term purchase agreement

Normal Purchase Costs

  • A down payment of 3.5% or more
  • FHA mortgage insurance, upfront and monthly
  • The home inspection and warranty, if required
  • Title charges from an approved title company
  • Remaining lender and closing costs
Item Example: $350,000 Home
Down payment at 3.5% $12,250
Management fee at 0.5% $1,750
Underwriting fee $1,250
Notary $150
Subtotal of fixed items $15,400

The contract payment, title, mortgage insurance, any inspection and warranty, and other closing costs come on top of the $15,400. Expect to show your two latest months of bank statements, with the money liquid by closing. Gifts can go toward funds to close but can’t count as reserves, and some deposits may need a letter confirming they didn’t come from the seller or another party to the sale.

Planning Ahead

Getting a Connecticut File Ready Before You Make an Offer

Each of these takes time, so start on them before you sign a contract.

Leave Room for the Inspection

On a pre-1978 house, the inspection, any required repairs and the warranty all have to happen before closing. A short inspection window in your contract can squeeze that.

Make Your Rent Traceable

If you pay rent in cash, switch to a check, a cashier’s check or a payment app now, so the history exists when you need it.

Count the Units

A two-family house qualifies. A three-family doesn’t, even if the listing calls it a great first home.

FAQ

DreamBuilder Program Connecticut — Frequently Asked Questions

Is the DreamBuilder Program available everywhere in Connecticut?
Yes. The guidelines don’t exclude Connecticut or any part of it, so a primary residence in any of the nine planning regions can qualify, as long as the property type and the loan amount fit the program.
Can I buy in Connecticut with an ITIN and no Social Security number?
Yes. You show your ITIN and proof that you can repay. For income, use 3 months of bank statements on their own, or pair at least 3 months of statements with a P&L, 1099s, a written VOE or asset depletion. An automated cashflow review of your account is another route.
Does DACA status qualify in Connecticut?
It does. DACA recipients apply as non-permanent residents, with an ITIN and proof of ability to repay, and the rest of the rules match any other DreamBuilder purchase.
What does it cost to close on a $350,000 home?
At least 3.5% down plus the program fees. That is $12,250 down, a $1,750 management fee, a $1,250 underwriting fee and $150 for the notary, or $15,400, before one contract payment, title, mortgage insurance, any inspection and warranty, and the other closing costs.
The house I like was built in the 1950s. What changes?
Any home built before 1978 needs a licensed home inspection before closing. It covers the roof, which needs at least 10 years of useful life, the major systems, smoke and carbon monoxide detectors and any health and safety items, and a septic system gets its own inspection and pumping. After a full inspection, a certified home warranty is required.
How do planning regions affect my loan amount?
HUD sets Connecticut’s FHA limits by planning region. Greater Bridgeport and Western Connecticut are at $977,500 for one unit, and the other seven regions are at $541,287. DreamBuilder is written for standard FHA amounts, and a high-balance loan needs prior approval case by case.
Can I buy a three-family house with DreamBuilder?
No. DreamBuilder stops at two units, so a three-family is out even though a standard FHA loan could finance it. The program also rules out co-ops, mobile homes, single-wides and any condo that would depend on an FHA spot approval.
I’ve had a bankruptcy. Am I out?
Not necessarily. Chapter 7 needs to be discharged by the time you close. Chapter 13 qualifies after discharge, and it can also qualify while still open if the filing date is within twelve months of closing and you’ve paid on time since you filed. Either way, it has to be recorded on your credit report.
Is this the same as down payment assistance?
No. There’s no assistance money in DreamBuilder. The 3.5% minimum down plus the program fees come from you, and family gift money can help with funds to close but can’t be used for reserves.
How long does approval take?
It depends on how ready your documents are. Gather your rent history and bank statements early, and on an older house leave time for the inspection. Send the application and a licensed loan officer will tell you what to gather first.
