Most counties in the country sit at the floor. A smaller number of high-cost counties sit at the ceiling, and some land in between. All three happen in the states we lend in, which is why what follows is county by county.

New Jersey has the widest spread of the three states we lend in. Twelve of its twenty-one counties sit at the national ceiling and three sit at the national floor, so crossing a county line can move your limit by more than seven hundred thousand dollars on the same house.

Connecticut is not published by county, and that trips people up. The state replaced its counties with nine planning regions for federal statistical purposes, and HUD followed. Search for a Connecticut county limit and you will not find one.

Two regions carry the higher figure. The other seven are at the floor. Greater Bridgeport and Western Connecticut take in the Fairfield County towns, which is the answer most people are actually after when they search for a Fairfield County FHA limit.

Florida runs the other way. Most of the state is at the national floor, with the higher limits concentrated in the Keys and along the southeast coast.

Not the Same Table

FHA Limits Are Not Conforming Limits

This is the most common mistake on the subject and it is an expensive one. FHA limits come from HUD. Conforming limits — the ones governing conventional loans bought by Fannie Mae and Freddie Mac — come from the Federal Housing Finance Agency. Two agencies, two tables, and a county can be high-cost under one and ordinary under the other.

Naugatuck Valley is the clearest case. Under the conforming rules it is high-cost at $851,000. Under FHA it is an ordinary floor region at $541,287. Read the wrong table and you are off by more than three hundred thousand dollars.

What makes it genuinely confusing is that the two tables agree in places. Greater Bridgeport and Western Connecticut are $977,500 under both. Monroe County, Florida is $990,150 under both. Agreement in one county is not a rule, so check the table that matches the loan you are actually applying for.

Two to Four Units

Two-, Three-, and Four-Unit Properties

The limits rise with the unit count. A two-to-four unit property you live in yourself is still owner-occupied FHA financing, so the three and a half percent down payment applies exactly as it would on a single-family home. That surprises people, and it is one of the few ways to buy a small multi-family with that little down.

What If the House Costs More Than the Limit?

The limit caps the loan, not the price. You can buy above it by covering the difference in cash on top of your down payment, and people do it all the time.

When the gap is too big for that, the alternatives are a conventional loan, which runs on the separate and generally higher conforming table, or a jumbo loan above that. Which is cheaper is not obvious — it turns on your credit score and how much you are putting down — so price all three before you assume FHA is the affordable one. It often is. It is not always.
