DreamBuilder Program New Jersey — Buying a Home With an ITIN or DACA

The DreamBuilder Program in New Jersey lets you buy a home you’ll live in with an ITIN or DACA status, and citizens and green card holders can use it too. It’s an FHA-based purchase program: a HUD-approved non-profit facilitates the sale, and you sign a structured financing agreement that leads to owning the home. You need a 580 score and 3.5% down plus the program fees, on a 30-year fixed rate.

Short Answer

Is the DreamBuilder Program Available in New Jersey?

Yes. The program guidelines carry no New Jersey exclusion, so every county qualifies, from Sussex down to Cape May, and we’re licensed here with our office in Ridgefield. What changes from county to county is the FHA loan limit, and that only matters if your price needs more than a standard FHA loan amount.

DreamBuilder isn’t a regular mortgage in your name on the first day. A HUD-approved non-profit facilitates the purchase, and you sign a structured financing agreement with monthly contract payments that leads to owning the home. The file is still underwritten to FHA standards with a full FHA appraisal, which is why the score, down payment and property rules look so much like FHA’s. If you have a Social Security number and your income shows on a tax return, a standard New Jersey FHA loan may be the simpler route, and we’ll tell you if that’s the case.

Before you look at houses: DreamBuilder is purchase only, for a home you’ll live in, on a 30-year fixed rate. It won’t refinance a loan you already have, and it won’t finance a rental property or a second home.

Eligibility

Who Qualifies for the DreamBuilder Program in New Jersey

Here’s who can apply, and the paperwork each buyer brings.

ITIN Filers

If you file taxes with an Individual Taxpayer Identification Number, you can buy with it. You show the ITIN and proof that you can repay, and ITIN income counts toward qualifying.

DACA Recipients

DACA recipients are eligible as non-permanent residents. The paperwork is the same as for an ITIN buyer: the ITIN itself and proof of your ability to repay.

Green Card Holders

Permanent residents qualify with a green card and a Social Security number, on the same terms as a citizen.

U.S. Citizens

Citizens can use DreamBuilder too. It’s worth a look when your income is hard to show on a tax return, because the program takes bank statements and other alternatives.

Self-Employed and 1099 Earners

Bank statements alone, a profit and loss statement, 1099s or a written VOE can carry the income. Every one of those routes needs at least 3 months of bank statements.

A Parent Who Signs With You

A non-occupant buyer, such as a parent, can sign the agreement if they meet the same eligibility rules. They can’t supply all of the qualifying income, so some of it has to be yours.

A spouse or family member who isn’t on the agreement can also be added to the contract, where New Jersey’s rules allow it.

Credit and Rent

The Credit and Rent History You’ll Need

The score floor is 580. Below that, or with no score at all, the file goes to an exception review instead of an automatic no.

One Account With Twelve Months of History. Your credit report needs at least one tradeline with 12 months of good history. If you don’t have one, alternative credit may be accepted instead. When three scores come back the middle one is used, and when two come back it’s the lower one.
Rent Paid to the Owner Upstairs. If you rent an apartment in a two-family house from the owner who lives there, that owner can complete the verification of rent as a private landlord, though more support may be requested. You need 12 months with no late payments, no eviction and no balance left owing at the end of a lease.
Rent Paid in Cash or by App. Paid in cash? Copies of cashier’s checks from the last two months will verify it, and so will bank statements for the last three months that trace each payment to the landlord. Venmo, Zelle and PayPal count when the history is complete. If the landlord is a relative, cancelled checks or bank statements are required.
Bankruptcy, Foreclosure and Short Sale. A Chapter 7 has to be discharged by closing. A Chapter 13 works if it’s discharged, or if it was filed within twelve months of closing and every payment since filing was on time. A foreclosure, short sale or deed-in-lieu needs a year since it was discharged or satisfied. All of it has to show on the credit report.

Income

How You Prove Income for the DreamBuilder Program in New Jersey

You don’t need two years of tax returns. Match the route to the way you’re actually paid.

How You’re Paid What You Document
Salary or hourly, on the books FHA full documentation, covering one year
Self-employed, deposits to your account 3 months of bank statements on their own
Business owner with a P&L Profit and loss statement + 3 months of bank statements
Independent contractor 1099s + 3 months of bank statements
Employer confirms in writing Written VOE + 3 months of bank statements
Savings rather than a paycheck Asset depletion + 3 months of bank statements
Steady deposits from any source Automated cashflow review of your bank account

On the cashflow route, a cashflow score (RIKI) of 100 or higher opens the program’s no-ratio option. Without it, housing can take up to 50% of your gross income and all debts together up to 60%, and going past that takes strong compensating factors. Less than a year at your current job can also work with compensating factors.

New Jersey Limits

New Jersey FHA Loan Limits and Where DreamBuilder Fits

DreamBuilder is written for standard FHA loan amounts. A high-balance loan is considered case by case, with prior approval and an added pricing adjustment, and the program guidelines don’t say where one ends and the other begins. These are the 2026 FHA limits by county.

Counties One Unit Two Units
Bergen, Essex, Hudson, Hunterdon, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset, Sussex, Union $1,249,125 $1,599,375
Atlantic, Cape May $730,250 $934,850
Burlington, Camden, Gloucester, Salem $630,200 $806,750
Cumberland, Mercer, Warren $541,287 $693,050

Twelve of New Jersey’s twenty-one counties sit at the national FHA ceiling. That limit is the most FHA will insure there. DreamBuilder may want a second look before that point, so we confirm your loan amount with the program before you make an offer. You can confirm any county on HUD’s FHA loan limit lookup.

Property

Which New Jersey Homes Qualify

Single-family homes, townhomes, PUDs, modular homes, multi-wide manufactured homes and FHA-approved condos are all eligible, and so are two-family houses.

Three- and four-family houses are not, even though a standard FHA loan can finance them. Co-ops, mobile homes, single-wide manufactured homes and condos that would need an FHA spot approval are out too. Before you fall for a condo, check that the building is on HUD’s approved condominium list.

The appraisal is a full FHA appraisal marked as-is, and it’s checked against an automated valuation. A gap of more than 10% between the two sends the file to a desk review or back to the seller to renegotiate the price. If the appraiser rates the house C4 or C5, or it was built before 1978, you also need a licensed home inspection before closing, and then a home warranty.

Costs

What the DreamBuilder Program Costs in New Jersey

The program fees come on top of the down payment and your normal closing costs. Here’s the full list, then the known amounts on a $450,000 purchase.

DreamBuilder Fees at Closing

  • $1,250 program underwriting fee
  • One full contract payment
  • Program management fee of 0.5% of the price
  • $100 refundable occupancy deposit, on a long-term purchase agreement
  • $250 HOA service fee, if the home has an HOA
  • $150 notary fee

Still Owed Like Any FHA Purchase

  • At least 3.5% down
  • FHA upfront and monthly mortgage insurance
  • Full FHA appraisal
  • Title fees, from an approved title company
  • Other lender and closing costs
Item On a $450,000 Purchase
3.5% down payment $15,750
0.5% program management fee $2,250
Program underwriting fee $1,250
Notary fee $150
Known cash before the rest $19,400

On top of that $19,400 come one contract payment, title fees, mortgage insurance and the remaining closing costs. You document the money with your two most recent months of bank statements, and it has to be liquid at closing. A gift can cover funds to close but not reserves, and you may be asked to explain any deposit that could have come from the seller, the agent or anyone else with a stake in the sale.

Plan Ahead

What to Sort Out Before an Offer in New Jersey

Each of these can be sorted out before you make an offer, and each is harder to fix once you’re under contract.

Rent You Can’t Document

Twelve months of on-time rent is required, and cash rent with no paper trail is hard to rebuild after the fact. Start keeping cashier’s check copies or paying from your bank account now, months before you plan to buy.

An Older House and Its Inspection

A house built before 1978 needs a licensed home inspection, and health and safety items it finds have to be dealt with before closing. Build that time into your contract dates.

A Condo That Isn’t FHA-Approved

A spot approval doesn’t work for DreamBuilder. If the building isn’t already on HUD’s list, the condo is off the table, however much you like it.

FAQ

DreamBuilder Program New Jersey — Frequently Asked Questions

Can I buy a home in New Jersey through DreamBuilder with an ITIN?
Yes. DreamBuilder accepts ITIN filers in every New Jersey county. You document the ITIN and your ability to repay. Income can come from 3 months of bank statements on their own. A profit and loss statement, 1099s, a written VOE or asset depletion also work, each with at least 3 months of bank statements, and so does an automated cashflow review.
Do DACA recipients qualify in New Jersey?
Yes. DACA recipients are eligible as non-permanent residents, with an ITIN and proof that they can repay. The score, down payment and property rules are the same as for any other DreamBuilder buyer.
How much cash do I need to close in New Jersey?
Plan on at least 3.5% down plus the program fees. On a $450,000 purchase that is $15,750 down, a $2,250 program management fee, a $1,250 underwriting fee and a $150 notary fee, or $19,400, before one contract payment, title fees, mortgage insurance and other closing costs.
Is DreamBuilder a down payment assistance program?
No. Nobody covers your down payment. You bring at least 3.5% down and the program fees yourself, though a gift can help with funds to close. What DreamBuilder changes is who can buy and how income is documented.
Can I buy a two-family house in New Jersey with DreamBuilder?
Yes, as long as you live in one of the units. Three- and four-family houses are not eligible, even though a standard FHA loan can finance them, so check the unit count before you make an offer.
My county has a high FHA limit. Can I borrow up to it?
Not automatically. DreamBuilder is written for standard FHA loan amounts, and a high-balance loan is considered case by case, with prior approval and an added pricing adjustment. The guidelines don’t publish a dollar line between the two, so ask us to check your loan amount before you set your price range.
My landlord only takes cash. Can I still prove my rent?
Yes. Cash rent can be verified two ways: copies of cashier’s checks covering the most recent two months, or three months of statements that show each payment reaching your landlord. If you can’t document it either way, an exception can be requested, but it is far easier to start paying in a traceable way now.
What credit score do I need?
The minimum is generally 580. A lower score, or no score at all, can be considered through an approved exception, and you need at least one account with twelve months of history or acceptable alternative credit.
Can my parents help me qualify?
A parent can sign the agreement as a non-occupant buyer if they meet the same eligibility rules, but they can’t supply all of the qualifying income. A gift from family can also go toward your funds to close, though not toward reserves.
Can I use DreamBuilder to refinance or buy a rental?
No. It is purchase only, for a primary residence, on a 30-year fixed rate. If you already own the home or want an investment property, we would look at other programs with you.
