Short Answer

Does the DreamBuilder Program Work in Florida?

It does, in all sixty-seven counties, and Florida is the one state the program matrix sets its own rules for. Every Florida purchase needs a 4-point inspection, with anything unsatisfactory repaired before closing, plus a wind mitigation report. Mortgage-World.com holds a Florida broker license (MLB 1987), so we can take you from application to closing anywhere from Pensacola to Key West.

The mechanics are the same as elsewhere. A HUD-approved non-profit facilitates the purchase, you sign a structured financing agreement, and your monthly contract payments lead to owning the home. Underwriting follows FHA, starting with a full FHA appraisal. Buyers who have a Social Security number and income that shows on their tax returns should price a standard FHA loan in Florida alongside it, since that route has no program fees.

What it won’t do: DreamBuilder only buys a home you’ll live in, on a 30-year fixed rate. Vacation homes, rentals and refinances aren’t part of it.

Eligibility

Who Can Buy Through the DreamBuilder Program in Florida

You can apply as a citizen, a permanent resident, an ITIN filer or a DACA recipient. Here’s what each one needs.

ITIN Holders

Bring your Individual Taxpayer Identification Number and proof that you can repay. Income earned and reported under the ITIN is accepted.

DACA Status

DACA recipients qualify as non-permanent residents and document the same two things: an ITIN and the ability to repay.

Residents With a Green Card

A green card plus a Social Security number puts you on the same footing as a citizen.

Citizens

Citizens are eligible too, which matters when self-employment or cash-heavy work keeps your income off a clean tax return.

Gig and Self-Employed Workers

Qualify with bank statements only, a P&L, 1099s or a written VOE. Whichever you use, it needs at least 3 months of bank statements.

A Relative Signing With You

A family member who won’t live in the home can sign as a non-occupant buyer, but can’t provide all of the qualifying income.

People who aren’t on the structured financing agreement, a spouse for example, can be added to the contract where Florida rules allow.

Credit

Credit and Rental History for the DreamBuilder Program in Florida

The standard minimum score is 580. A lower score, or none at all, can go in as an exception request.

Credit Depth. At least one tradeline showing 12 months of history is required, and alternative tradelines may be considered. With three bureau scores the middle one counts. With two, the lower one does.
Twelve Months of Rent, On Time. No late payments, no eviction and no balance owed when a lease ended. A property management company fills in a verification of rent, and a private landlord can too, with extra documentation if asked.
How You Paid It. Venmo, Zelle and PayPal work with a complete record. Cash works with cashier’s check copies for the most recent two months or three months of statements showing payments to the landlord. Renting from a relative requires cancelled checks or bank statements.
Bankruptcy and Foreclosure. Chapter 7: discharged by closing. Chapter 13: discharged, or filed within twelve months of closing with on-time payments since. Foreclosure, short sale or deed-in-lieu: at least a year after discharge or satisfaction. Each must appear on the credit report.

Income

Qualifying Income Without Tax Returns

Full documentation is one option, covering a single year. The others lean on your bank account.

Option Who It Suits Documents
Bank statements only Self-employed, paid by deposit 3 months of bank statements
P&L Small business owners P&L + 3 months of bank statements
1099 Contractors and drivers 1099s + 3 months of bank statements
Written VOE Employees whose employer will verify in writing Employer letter + 3 months of bank statements
Asset depletion Savers and retirees Assets + 3 months of bank statements
Automated cashflow Steady deposits, any source Cash flow review of your account
Full documentation Salaried and hourly workers FHA full documentation, one year

Ratios cap at 50% of gross income for housing and 60% for total debt, and strong compensating factors can support an exception. A RIKI cashflow score of 100 or above, on the automated cashflow route, opens a no-ratio option. Under a year in your current job can be acceptable with compensating factors.

Florida Rules

The 4-Point Inspection and Wind Mitigation Report

These two reports are required on every Florida DreamBuilder purchase, whatever the age or condition of the house.

4-Point Inspection

An inspector reviews the roof, electrical, plumbing, and heating and air conditioning. Any item marked unsatisfactory has to be fully repaired before closing, not credited or promised for later.

Wind Mitigation Report

A separate report documents the home’s wind-resistance features, such as how the roof is attached and whether the openings are protected. The program requires it on every Florida file.

Order both early. If the 4-point turns up a problem with the roof, wiring or plumbing, the repair has to be finished before closing, so it needs a place in your contract dates. A house built before 1978, or one the appraiser rates C4 or C5, also needs a full licensed home inspection, and then a home warranty. That inspection checks the roof for at least 10 years of remaining life, every major system, the smoke and carbon monoxide detectors, and the septic system with its drain field if there is one.

Property

Condos, Manufactured Homes and Other Florida Property Types

Eligible: single-family homes, townhomes, PUDs, modular homes, two-unit homes, multi-wide manufactured homes and FHA-approved condos.

The condo rule is strict. The project has to carry full FHA approval, and a unit that would need a spot approval is ineligible, so search the building on HUD’s FHA condo list before you write an offer. Manufactured homes must be multi-wide. Single-wides, mobile homes, co-ops and three- or four-unit buildings are out.

Solar panels are fine if they’re owned and included in the price. Leased panels are reviewed case by case. The full FHA appraisal is marked as-is and compared with an automated valuation, and a difference of more than 10% means a desk review or a renegotiated price.

Florida Limits

Florida FHA Loan Limits for the DreamBuilder Program

Fifty-one of Florida’s sixty-seven counties sit at the $541,287 floor. The other sixteen are higher.

Counties One Unit Two Units
Monroe $990,150 $1,267,600
Collier $764,750 $979,000
Broward, Miami-Dade, Palm Beach $667,000 $853,900
Martin, Okaloosa, St. Lucie, Walton $603,750 $772,900
Baker, Clay, Duval, Nassau, St. Johns $580,750 $743,450
Manatee, Sarasota $547,400 $700,750
The remaining fifty-one counties $541,287 $693,050

DreamBuilder is built around standard FHA loan amounts. A high-balance loan takes prior approval, case by case, and carries an added pricing adjustment, and the guidelines don’t publish where standard ends, so check your loan amount with us before you commit to a price. Every county is listed on HUD’s loan limit lookup.

Costs

DreamBuilder Program Florida Closing Costs

You’ll need at least 3.5% down plus the program fees, then the costs any FHA purchase carries, and in Florida the two required reports.

Charged by the Program

  • Underwriting fee of $1,250
  • Management fee equal to 0.5% of the price
  • A full contract payment, collected at closing
  • Notary fee of $150
  • HOA service fee of $250, in an HOA community
  • Refundable $100 occupancy deposit, on a long-term purchase agreement

Other Costs to Budget For

  • The 3.5% minimum down payment
  • Upfront and monthly FHA mortgage insurance
  • The 4-point inspection and wind mitigation report, required on every Florida DreamBuilder file
  • Title costs through an approved title company
  • Other closing costs
Item A $380,000 Florida Purchase
Minimum down payment, 3.5% $13,300
Program management fee, 0.5% $1,900
Program underwriting fee $1,250
Notary $150
Known items total $16,600

Add the contract payment, the two Florida reports, title, mortgage insurance and the rest of closing costs to that $16,600. Your assets are documented with the latest two months of bank statements and must be liquid when you close. Gift money can help with funds to close but not with reserves, and a deposit may need a letter showing it didn’t come from the seller, the agent or another interested party.

Plan Ahead

How to Keep a Florida File on Schedule

Three steps, taken before you sign a contract, keep the program’s extra requirements from crowding your closing date.

Ask for Existing Reports

Ask the listing agent whether the seller already has a recent 4-point or wind mitigation report. It tells you early what the roof and systems look like.

Check the Condo Before the Unit

A building without full FHA approval can’t be used, and a spot approval won’t fix it. Search the project on HUD’s list first.

Put Your Rent on Paper

If you pay cash, start using cashier’s checks or a bank transfer now, so the twelve-month history is there when underwriting asks for it.

FAQ

DreamBuilder Program Florida — Frequently Asked Questions

What does Florida require that other states don’t?
Two reports on every purchase: a 4-point inspection, with every unsatisfactory item fully repaired before closing, and a wind mitigation report. They apply whatever the age or condition of the home.
Can I buy a home in Florida with an ITIN through DreamBuilder?
Yes. Along with your ITIN, you show that you can repay. Income can rest on 3 months of bank statements alone, or on a P&L, 1099s, a written VOE or asset depletion, each backed by at least 3 months of statements. The automated cashflow review is the other option.
Are DACA recipients eligible in Florida?
Yes. DACA status falls under the program’s non-permanent resident category, and you’ll document an ITIN along with your ability to repay.
Can I buy a condo in Florida with DreamBuilder?
Only in a project with full FHA approval. A unit that would need an FHA spot approval is ineligible, so look the building up on HUD’s approved condo list before you make an offer.
Can I buy a manufactured home?
A multi-wide manufactured home is eligible. Single-wide manufactured homes and mobile homes are not.
How much cash do I need on a $380,000 home?
Start with 3.5% down plus the program fees. At that price, that’s $13,300 down, $1,900 for the management fee, $1,250 for underwriting and $150 for the notary: $16,600 in all. One contract payment, the two Florida reports, title, mortgage insurance and other closing costs come on top.
Can I borrow up to my county’s full FHA limit?
Not automatically. The program’s terms assume a standard FHA loan amount, and a high-balance loan needs prior approval, is decided case by case and adds a pricing adjustment. No loan can go above the county’s FHA limit itself. Ask us to check your loan amount before you set a price range.
Do I need renter’s insurance?
It’s recommended but not required. Florida’s own requirements are the 4-point inspection and the wind mitigation report, not a renter’s policy.
Is DreamBuilder down payment assistance?
No. Your 3.5% minimum down plus the program fees come from you or from a family gift toward funds to close, and gift money can’t count as reserves.
Can I use DreamBuilder for a vacation home or a rental?
No. It only finances the purchase of your primary residence, with a 30-year fixed rate.
